If you are searching for an HRIS in the Philippines, you have probably noticed that most "best HRIS" lists are written for US or global companies. They rank tools that cannot compute SSS, PhilHealth or Pag-IBIG, do not know what a regular holiday is, and treat the 13th month as an exotic bonus. This guide is written for a Philippine employer: what an HRIS must do here, what it costs, which kinds of vendors exist, and how to test one before you commit.
Short answer. The best HRIS for a Philippine company is one that computes SSS, PhilHealth, Pag-IBIG and BIR withholding tax natively from attendance, applies DOLE overtime, night-differential and holiday rules, releases itemized payslips online, keeps 201 files and leave balances in the same record, and prices per employee with no minimum seats. Tropa is built specifically for this and starts at ₱99 per user per month with a 30-day free trial. Other options you will meet in the market include local payroll-first platforms such as Sprout Solutions, Salarium and PayrollHero, and global HR suites such as Zoho People and BambooHR, which usually need a separate Philippine payroll add-on or an outsourced payroll partner.
What "HRIS" means in the Philippines
An HRIS (Human Resource Information System) is the system of record for your employees: personal data, employment history, contracts, compensation, attendance, leave and documents. In the Philippines the word is used loosely and often overlaps with three neighbours:
- Payroll software computes pay and statutory deductions. Many local products started here and added HR features later.
- HRMS / HCM is the broader suite: recruitment, onboarding, performance, learning. In practice most PH vendors call the whole thing "HRIS".
- Timekeeping (biometrics, kiosks, mobile clock-in) feeds attendance into payroll. If it is a separate system, someone re-encodes hours every cutoff, and that is where most payroll errors are born.
The practical test is simple: can one system take an employee from job offer to final pay without anyone retyping data? If not, you are buying two or three systems and a spreadsheet to glue them together.
The 12 things a Philippine HRIS must do
Use this as your requirements list. Any vendor that cannot show you each item live, on your own data, during a trial should be crossed off.
- Statutory contributions from the current tables. SSS at 15% of the Monthly Salary Credit (10% employer, 5% employee, MSC ₱5,000 to ₱35,000, with MPF above ₱20,000 and EC on top), PhilHealth at 5% split equally (floor ₱10,000, ceiling ₱100,000), Pag-IBIG at 2% + 2% on a ₱10,000 maximum fund salary. See the 2026 contribution guide.
- Withholding tax on compensation using the BIR monthly or semi-monthly tables, with year-end annualization and BIR Form 2316 per employee. Try the take-home pay calculator to see what the numbers should look like.
- DOLE premium pay rules. Overtime at 125%, rest-day and special-day work at 130%, regular holidays at 200%, night differential of 10% between 10 pm and 6 am, and the compound rates when they stack. Our overtime and holiday pay calculator lists every multiplier.
- Holiday calendar handling, including proclamations that arrive weeks before the date, regional holidays, and the "present the day before" eligibility rule for unworked regular holidays.
- 13th-month pay computed on basic salary actually earned, prorated for new hires and resignees, with the ₱90,000 tax-exempt aggregation. (Guide and calculator.)
- Leave that matches the law: 5-day Service Incentive Leave, 105-day maternity, 7-day paternity, 7-day solo-parent leave, 10-day VAWC leave, plus whatever your policy adds, with accruals and carry-over rules you can configure.
- Semi-monthly cutoffs (the norm here) with pay periods that do not line up with calendar months, and the ability to run a special payroll for adjustments.
- Itemized online payslips employees can open on a phone, with a clear history, because payslips are what employees ask HR for most.
- Attendance capture that works on the floor: an Android kiosk that keeps working offline, mobile clock-in with location, or biometrics, with schedules, grace periods and approvals for change requests.
- 201 files and documents: contracts, government IDs, certificates, disciplinary records, with access controls so line managers see only their teams.
- Government reports and remittance files in the formats the agencies accept, and a BIR alphalist at year-end.
- Data Privacy Act compliance: encrypted storage, role-based access, audit logs, and a vendor that will sign a data processing agreement.
Three kinds of vendors you will run into
1. Philippine payroll-first platforms
Built around local payroll and timekeeping, then extended into HR. This group includes Tropa, Sprout Solutions, Salarium, PayrollHero and a number of smaller regional players. Their strength is compliance depth: they know what a Wage Order is and they update the SSS table when it changes. Their weakness, historically, has been everything outside payroll, so check recruitment, performance and analytics carefully rather than assuming.
2. Global HR suites
Zoho People, BambooHR, Rippling and similar products have polished HR modules and app ecosystems. Philippine payroll is the gap: you will usually need a local payroll add-on, a payroll partner, or an accountant with a spreadsheet, which reintroduces the double encoding you were trying to eliminate.
3. Outsourced payroll and employer of record
If you do not want to run payroll at all, or you are a foreign company without a Philippine entity, a payroll outsourcing or employer-of-record provider runs it for you. The important question is whether you still get a real HRIS underneath (your employees' records, your visibility) or just a monthly report. Tropa offers both payroll outsourcing and EOR on top of the same platform.
What an HRIS costs in the Philippines
Most cloud HRIS vendors here price per employee per month. Depending on the modules included, quotes commonly land somewhere between ₱50 and ₱300 per employee, and the headline price is often only part of the story. Ask about:
- Minimum seats. A ₱80 per-employee price with a 50-seat minimum is ₱4,000 a month for a 12-person company.
- Setup and implementation fees, which can exceed a year of subscription.
- Per-module pricing, where timekeeping, self-service and recruitment are each separate line items.
- Support tiers and whether phone support exists at all.
For a concrete data point, Tropa's pricing is ₱99 per user per month for cloud HRIS plus Philippine payroll (Starter) and ₱149 with employee self-service, analytics and custom apps (Professional), with no minimum users, no setup fee and training included. A 50-person company pays ₱4,950 or ₱7,450 a month. Enterprise deployments (private cloud, on-premise, API access) are quoted separately.
Evaluation checklist
| Check | Why it matters | How Tropa handles it |
|---|---|---|
| Statutory tables current for 2026 | Wrong tables mean under-remittance penalties and employee claims | SSS, PhilHealth, Pag-IBIG and BIR tables maintained centrally, applied every cutoff |
| Attendance to payslip with no re-encoding | Re-encoding is the top source of payroll errors | Kiosk and mobile attendance flow directly into payroll computation |
| Holiday and premium pay automation | Manual OT and holiday math is slow and disputed | Day types and multipliers applied from the holiday calendar and schedules |
| Employee self-service | Cuts HR interruptions for payslips, leave and COEs | Clock in, file leave and overtime, view credits, download payslips (Professional plan) |
| Recruitment and performance in the same record | Avoids a second HR database | AI-assisted applicant tracking and appraisals linked to the 201 file |
| Pricing without minimums | Small teams should not pay for empty seats | Per user, no minimum, monthly billing |
| Trial on real data | Demos hide edge cases | 30-day free trial with your own employees, no card |
| Hosting and privacy | DPA compliance and uptime | AWS infrastructure (ISO 27001, PCI DSS Level 1), HTTPS, role-based access |
How to run a 30-day evaluation
- Load real employees, not a demo dataset. Include your messiest cases: a new hire mid-cutoff, a resignee, a minimum-wage earner, someone on maternity leave, someone who worked a regular holiday that fell on a rest day.
- Run one cutoff in parallel with your current process and compare every line of every payslip. Differences are either your old error or the vendor's; both are worth knowing before you switch.
- Time the HR workflows: filing and approving a leave, correcting a missed clock-out, producing a COE, releasing payslips.
- Ask for the remittance files and the BIR 1601-C figures for that cutoff. If the vendor cannot produce them during the trial, they will not magically appear later.
- Test support with a real question at 4:30 pm on payroll day.
Where Tropa fits
Tropa was built in 2020 inside a Philippine BPO whose payroll vendor kept getting the statutory math wrong. It is strongest for Philippine-based workforces of roughly 10 to 500 people: SMEs, BPOs and startups that want attendance, HR and compliant payroll in one place, and foreign companies that need a Philippine team through an employer of record. If you need a single global payroll instance across many countries, a global suite plus local partners may suit you better; if your workforce is here, this is what we do all day.
Frequently asked questions
What is the difference between HRIS, HRMS and payroll software?
Payroll software computes pay and deductions. An HRIS is the employee system of record (data, contracts, attendance, leave). An HRMS or HCM adds recruitment, performance and learning. In the Philippine market the terms overlap, so judge products by what they actually do, not by the label.
How much does an HRIS cost in the Philippines?
Cloud pricing is usually per employee per month, commonly between ₱50 and ₱300 depending on modules, sometimes with minimum seats or setup fees. Tropa is ₱99 or ₱149 per user per month with no minimums and no setup fee.
Do I need an HRIS with only 10 employees?
Ten employees still means twelve monthly BIR filings, three agency remittances, 13th-month computation and DOLE-compliant payslips. At ₱99 per user, a 10-person company pays ₱990 a month, less than an hour of an accountant's time spent fixing a spreadsheet.
Can an HRIS file my BIR and SSS reports for me?
A good one generates the figures and the upload files (1601-C amounts, alphalist, contribution lists) so filing takes minutes. If you want the filing itself handled, use a payroll outsourcing service, which Tropa also offers.
Is a global HR suite a bad choice in the Philippines?
Not necessarily, but budget for a Philippine payroll add-on or partner and for someone to reconcile the two systems every cutoff. For most local SMEs, a platform with native PH payroll is simpler and cheaper.
How long does implementation take?
For an SME with clean employee data, a cloud HRIS can be live within one payroll cycle. The slow part is usually gathering employee master data and historical leave balances, not the software.
